What movie has a cop as the protagonist but in actuality they are a terrible police officer?

In watching some of the Fast and the Furious movies lately, I think Brian O'Connor (Paul Walker) might be one of the worst cops I've seen put to film. His character is completely compromised, bangs women he is supposed to be investigating, and lets the criminals off the hook countless times.
