Dominic Greene from Quantum of Solace comes to mind as the weakest James Bond villain to the point where it feels like he's a waste of Bond's time. Most of Bond's adversaries seek world domination, chaos, or riches, but Green already a billionaire and at the end of the day his plan is to rig an election and control a poor country's water supply just to be an asshole.
