There is a specific formula they use, but a movie must get a certain percentage of nominating votes to get a Best Picture nomination. It can be anywhere between 5 and 10 movies, though it's only ever been 8 or 9 since the new system was put in place. So if a movie you liked doesn't make the cut, it's not because The Academy decided to stop just short of your movie, it's because it didn't get enough votes to qualify. via /r/movies http://bit.ly/2sDz51B
