The Purge - why doesn't everyone file fake tax returns?

If all crime is legal, then people can file fake tax returns. The Purge takes place on March 21st, and you can file a tax return online anytime between January 28th to April 15th.if you do this every single year you'll never have to pay tax again! And the whole purpose of the Purge was the save money by killing off the poor people.
